The governor has exclusive authority to grant clemency in Colorado, but advocates say the process lacks transparency for attorneys, applicants and the public.
Gov. Jared Polis announced on Dec. 30 that he has granted three commutations, 15 individual pardons and signed an Executive Order granting 1,351 pardons for convictions of possession of two ounces or less of marijuana.
